The primary purpose of this position is to serve as Management Analyst for HQ AF/AIO providing support to examine, evaluate, and conduct risk operation assessments of Air Force nuclear enterprise activities in order to recommend courses of action to improve enterprise health.

Duties

Researches and/or investigates nuclear-related programs, policies, products and services within specific areas of responsibility to assist in resolving critical problems, improving program efficiency, recommending solutions and assisting with follow-up to senior management officials. Develops and recommends policy to ensure that the organizational strategies are properly planned, programmed, executed and independently evaluated. Conduct reviews and evaluations on special assignments, such as management or program reviews of unusual complexity, sensitivity, or significant national interest. Define critical issues/problems, collect data from various sources, assesses data, and determines the most effective and efficient method and approach to meet management needs and/or requirements.

  • Position requires the ability to acquire and maintain a Top Secret Security clearance.

  • This position is subject to provisions of the DoD Priority Placement Program
  • An advanced degree in science, math, or other appropriate degree, and operations research experience is highly desired.
  • There is occasional contact with congressional offices or the General Accounting Office on specific claims or protests.
  • Completed work will be reviewed by the supervisor for effectiveness and compatibility with current USAF mission objectives and success in obtaining acceptance of recommendations by Air Force leadership.
  • Must be able to work outside normal day working hours and on weekends.

  • Conduct process and analysis relating to nuclear planning, transformation, future concepts and capability requirements.
  • Develops innovative solutions and implements instructions for new policies and procedures.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
  • Leave accrual may be authorized upon request
  • Travel via commercial and/or military modes of transportation may be required.
  • Must be able to obtain and maintain a Top Secret Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ability to assess the status and build products that enable A10 to advocate and explain the important role of the nuclear deterrence capability, the importance of reinvigorating the nuclear enterprise from a stewardship perspective and the contribution of nuclear to the strategic deterrence posture. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to assess the status and build products that enable A10 to advocate and explain the important role of the nuclear deterrence capability, the importance of reinvigorating the nuclear enterprise from a stewardship perspective and the contribution of nuclear to the strategic deterrence posture. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports for top management use and decision-making. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Ability to apply nuclear-related background, knowledge and experience to complex issues facing the nuclear community. Ability to conduct and process analysis relating to nuclear planning, transformation, future concepts and capability requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
