This position is part of the Office of Environmental Management - Headquarters, Department of Energy. As a Public Affairs Specialist, you will advise management on the formulation, implementation and communication of DOE policy and information to a wide variety of audiences. The position develops, implements and evaluates the communication and information programs to determine effectiveness in communicating policies and initiatives of DOE.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 of the following:
Developing and implementing of all aspects of a public affairs program that involved media relations communication strategies for audiences that required knowledge of communication and media relations principles, practice and techniques.
Preparing materials such as brochures, speeches/talking points, news releases, news and feature articles, video scripts, public service announcements, or other content for intranet/internet/social media accounts in support of a public affairs or outreach program.
Advising subject matter experts on how to translate scientific or technical concepts and identifying communication approaches and products that are most likely to resonate with lay audiences.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
