You will serve as a GENERAL ENGINEER in the Operations Department of NAVFAC NORTHWEST.

Duties

You will oversee and lead the operational delivery of products and services and coordinate with the FEC Core, PWDs, Business Lines, and Support Lines to meet customer/client needs and expectations. You will oversee and lead project execution planning and apply management and engineering technical expertise to the development and execution of project scope, schedule, and acquisition strategy. You will develop staffing requirements and organizational models to support projects and program workloads by balancing workload, identifying staffing requirements and skills, and balancing resources You will resolve scheduling and resource conflicts to ensure products and services are delivered on time. You will review and track products and services execution for scope, budget, and schedule and implement measurements to improve performance. You will coordinate input and provide responses to recurring Command, Region, and NAVFAC Headquarters updates, data calls, and operational assessments. You will identify problems in existing work management processes and develop necessary improvements.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Do you meet this requirement? In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a mastery of business, administrative, and work management processes to ensure that products and services are being provided effectively; 2) Leading a project team to resolve issues, ensuring projects meet sustainability, environmental and design criteria; 3) Employing project management tools and methods to manage projects in a timely manner and accomplish objectives within resource constraints and rectify problems before they occur; 4) Leading and managing teams of engineers, acquisition specialists, environmental engineers, etc. to effect execution of large complex construction and repair projects; and 5) Making oral and written presentations to produce completed staff work and in conduct effective meetings. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
