This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Regional Headquarters with one vacancy located in Salt Lake City, UT.

Duties
Management and Program Analyst, you will perform the following duties:
Individually or as a study team leader, direct or conduct management studies and special project studies of a non-repetitive nature having potential for major impact on the agency. Arrange and conduct conferences with all staff and line organization representatives to discuss and coordinate approaches for solving problems.
Evaluate, analyze, and review management operations to assure optimum program efficiency through use of accepted management principles, theories, and techniques. Research management proposals, performance data, records, and other available information regarding organizational structures and operations.
Directly assist the Administrative Officer in the development of regional directives to include the design, development, documentation, and implementation of various reporting systems related to regional administrative actions associated to operational planning, budgetary impacts, project management, human resources activities and requirements, accountable property management, procurement policy procedure, travel policy and procedure, and management and operational execution.
Analyze and facilitate administration of the regional travel card program, training, transit program, and government purchase card program. Track and monitor program compliance and execution, advising supervisors of discrepancies or impending issues; maintain and track records for compliance.
Note: These duties are described at the full performance level of the GS-11; the GS-09 is developmental leading to such performance.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-09:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following:
Identifying problems and reviewing production standards;
Reviewing reports and studies to ensure that user requirements are met; and
Assisting in the development of directives and documentation of various reporting systems.

SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.
To qualify at the GS-11:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:
Identifying procedural problems in program operations;
Contributing to studies on operating programs, analyzing findings, and making recommendations in reports; and
Participating in the research of current or new management practices for application to programs or operations.
OR
SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.
Education
College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
