The primary purpose of this position is: To serve as a Human Resources Specialist (Human Resource Development) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

The primary purpose of this position is: to serve as functional expert and instructor on personnel processes and Human Resources (HR) systems.
DUTIES:
GS-11/12
Plans, develops, executes and evaluates a comprehensive range of training programs for a broad range of HR functions.
Advises management on training strategies for implementing new/enhanced personnel systems and applications within AFPC and the AF.
Develops student guides and references.
Participates in special projects and initiatives and performs special assignments related to various HR functions and systems.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of functional HR principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide Human Resources program administration responsibilities. Knowledge of, and skill in applying, basic principles, practices, laws, and regulations of human resource development sufficient to conduct training needs surveys and analyze the information and data obtained in order to anticipate human resource development and training needs for specific categories of positions that involve fairly well-defined and readily understood duties. Knowledge of the basic principles, practices, and functions of Human Resource program administration to support operations and identify management barriers and/or problems that adversely affect employee career growth opportunities; and advise management on the implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy such obstacles. --Knowledge of AF standardized procedures and requirements relate to operating Air Force programs in order to conduct program evaluations, identify problems, and resolve inefficiencies.

EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of HR principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide Human Resources program administration responsibilities. Thorough knowledge of DoD, AF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of Human Resource program administration to support operations and perform difficult and complex work assignments. Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of Air Force wide programs. Knowledge of AF standardized procedures and requirements relate to operating Air Force programs in order to conduct program evaluations, identify problems, and resolve inefficiencies. Knowledge in the use of analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. A sound theoretical knowledge and practical understanding of federal personnel HR management functions, theories and techniques and the relationship of the various personnel disciplines, and interpret and apply a variety of complex civilian personnel regulations and
standards.
2. Ability to manage and direct the overall presentation of a course of instruction.
3. Ability to research, assemble and write educationally sound instructional materials and instructor guides for use in classroom instruction.
4. Ability to construct and validate appropriate evaluation instruments to determine level and extent of student learning and achievement, and interpret and apply complex procedural guidelines.
5. Ability to effectively instruct specialty materials in various educational and developmental settings.
6. Ability to work effectively and constructively with various groups in accomplishing
assigned projects and able to compose and deliver both written and oral presentations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
