The Bureau of Administration, Executive Office, Human Resource Division provides oversight of bureau personnel actions; advice to management on HR subjects like recruitment and placement, position classification, performance management, etc.; and advice to staff on training, awards, performance management and general HR support.
Duties
Advises management on recruitment strategies to best attract, hire and retain a skilled, diverse, and motivated workforce including available hiring authorities, and sources and special program.
Conducts and advises hiring officials on the development of job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques.
Prepares recruitment requests and information for job opportunity announcements.
Develops certificates of eligible candidates for the selecting official's review and hiring decision.
Contacts employees and applicants who have been selected for vacant positions and offers them the job verbally and in writing, at a given grade level and salary up through the level to which he/she has been delegated authority.
Requirements

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing comprehensive Human Resources advisory services and technical assistance to hiring managers regarding the application of staffing principles, concepts, laws, and regulations.
Experience applying pay setting regulations and policies.
Experience conducting the full cycle of the recruitment placement process.
Experience analyzing and resolving complex, controversial and high priority recruitment issues.
There is no substitute of education for specialized experience for the GS-12 position.
