This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties
Serve as a Supervisory Engagement Advisor that leads communications and stakeholder engagement strategy for the $11 billion CHIPS R&D initiative.
Convey the R&D Director's policies, technical reports, and other executive communications to stakeholders including semiconductor industry executives, Congressional leaders, and other influential stakeholders through high-level meetings, briefings and outreach.
Direct stakeholder engagement strategy and executive-level communications about the four CHIPS R&D programs and policies.
Prepare, disseminate, and gather communications to effectively convey CHIPS R&D objectives, outputs, outcomes, and progress.
Ensure the R&D Director and Program Directors' work is conveyed to executive leadership at semiconductor companies and key Congressional committee members overseeing CHIPS funding and policy.
Lead coordination and logistics for executive participation in CHIPS R&D public meetings and events, ensuring materials demonstrate progress investing $11 billion to improve the domestic semiconductor ecosystem.

Qualifications
Applicants must possess one year of specialized experience equivalent to at least the GS-14 (ZA-IV at NIST) level.
Specialized experience is defined as:
Leading communications strategies for major initiatives or programs, particularly in a high-technology or R&D setting
Independently planning and executing stakeholder engagement activities, including high-level meetings and briefings in a research and development context.
Leading coordination and logistics for significant public meetings and events, particularly in the science and technology sector, ensuring effective communication of program progress and objectives to executive leadership and key stakeholders
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
