The Tucson (SAVAHCS) VA Healthcare Network is recruiting for a Licensed Pharmacist Facility Program Manager. The Pharmacogenomics (PGx) Program Manager supports facility PGx efforts including, but not limited to staff education, serves as a subject matter expert on PGx-related committees at the facility level and as permitted VISN and national level, investigates areas in need of increased PGx utilization, and proposes, implements, and leads facility-wide PGx initiatives, once approved.

The major duties and responsibilities include but are not limited to:
Advocate for the rational and ethical use of PGx testing as part of routine care.
Facilitates the creation of specialty PGx services using consults and/or e consults.
Collaborates with facility, VISN and national stakeholders related to development and execution of PGx initiatives.
Serves on PGx-related facility, VISN, and/or committees/task forces as indicated.
Supports and tracks implementation of PGx initiatives at the facility level (e.g., facilitation of PGx testing for specific patient cohorts.
Evaluates and tracks facility level data related to PGx testing and use of results.
Collaborates with national workgroups, academic detailers and other stakeholders to develop and deliver consistent messaging, education and best clinical practices to clinicians related to PGx initiatives.
Participates in activities of interdisciplinary training and in-servicing of medical staff, nursing staff, residents, students, and other allied health professionals at SAVAHCS as required.
Educates clinicians regarding ethical handling of PGx testing and test results, also considering social and legal implications.
Functions as an advanced practice provider for CMM services to achieve defined outcomes through direct interactions with patients and providers in assigned care areas.
Functions as part of an interdisciplinary team to provide PGx-based CMM, which may include, but is not limited to: (a) Prescribes, monitors, and adjusts medications related to PGx management.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
Grade Determinations: Licensed Pharmacist, GS-13
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs.
Expert understanding of regulatory and quality standards for their program area.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires the regular and recurring use of a computer monitor and prolonged periods of sitting. However, based on the secondary duty assignments, the work may require regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 40 pounds and bending/stooping.
