This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws The Associate Chief, Ambulatory Operations, Pharmacy Service (ACCE) is responsible for ambulatory operations including the Outpatient Pharmacy in addition to Inventory and Formulary Management for the healthcare system. The ACAO is responsible for providing pharmaceutical services to Veterans served by Southern Arizona VA Health Care System (SAVAHCS) and for the professional and administrative activities supporting these services. Supervises pharmacy staff consisting of program managers, supervisory pharmacists, clinical pharmacists, clinical pharmacy specialists, pharmacy technicians, administrative staff, pharmacy residents, volunteers, on-the-job trainees, pharmacy, and pharmacy technician students. Performs or delegates an entire range of personnel functions for the Pharmacy staff. Assists the Chief in formulating short and long-term goals for the service and coordinates these with the goals of the medical center. Develops action plans to accomplish these goals within the resources available. Assists the Chief in justification of budgetary, personnel, equipment, and space requirements for Pharmacy. Responsible for the fiscal allocation of the cost center for Pharmacy and maintains accurate accountability for the medical sub-accounts for drugs medical supplies and other supplies within the cost center. Maintains liaison with Fiscal Service assuring adequate funds are available for essential drug needs. Assures the judicious expenditure of funds by actively monitoring drug costs, usage as to volume, patterns, and sources of purchases. Coordinates activities of the supervisors to organize work and maximize the productivity within available resources. Provides advice, counsel, and instruction to individual supervisors and employees, concerning operational, clinical, and administrative matters. Ensures all rules, regulations, and policies are consistently followed. Develops and maintains effective, high quality clinical pharmacy programs designed to maximize pharmacotherapeutic benefits from patient outcome and cost perspectives. The Associate Chief, Ambulatory Operations, (ACAO) Pharmacy Service (PS) must be a licensed pharmacist preferably with an American Society of Health-Systems Pharmacists accredited residency, and preferably with a Master of Science or Doctor of Pharmacy degree. The incumbent is the ambulatory operational consultant for the Chief, Pharmacy Service. The incumbent ACAO plans, directs, and coordinates comprehensive pharmacy activities with the Chief and Associate Chiefs, Pharmacy at the Southern Arizona VA Medical System (SAVAHCS) and seven associated Community Based Outpatient Clinics. The incumbent plans, directs, and coordinates comprehensive ambulatory operational pharmacy activities with the Chief, Pharmacy Service at the Southern Arizona VA Medical System (SAVAHCS) and seven associated Community Based Outpatient Clinics. . The ACAO is responsible for serving in an acting capacity for the Chief, Pharmacy Service as well as the Associate Chief, Pharmacy positions. The ACAO is responsible for ambulatory operations for all facets of inpatient, outpatient, and clinical programs and provides support to specialty medical programs such as, mental health, Southwest Blind Rehabilitation Center, research, Community Living Center, Community Care, and other partners. The Associate Chief has administrative and supervisory responsibility for program managers, supervisors, pharmacists, and pharmacy technicians pharmacy residents, and pharmacy students. -Offers a full range of ambulatory pharmaceutical and clinical services community care, formulary management, and interfaces with VISN Clinical Contact center the Consolidated Mail Outpatient Pharmacy. PS also serves as a major rotation site for pharmacy students from the local schools of pharmacy and has American Society of Health System Pharmacists (ASHP) accredited Pharmacy Practice Residency programs. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Demonstrated KSAs. The KSAs shown below apply to this grade level. 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
