About the Position: This is a Procurement Analyst, GS-1102-13 position with the U.S. Army Corps of Engineers, Fort Worth District. Duty location is Fort Worth, TX. Fort Worth, TX is the duty location for this position and is the preferred duty location. However, an alternate duty location within CONUS may be negotiated. Salary posted is for the Dallas-Fort Worth locality and will be adjusted to the locality of selectee's physical duty location.

Duties

Contribute to the development of USACE guidelines, regulations, and policies in various areas of acquisition policy/initiatives. Evaluate the implementation of the Fort Worth District function within the USACE and the measures of effectiveness to assure attainment of organizational objectives. Assist in planning, developing and establishing District strategy for the overall Southwestern Division regional acquisition program in support of the USACE and SWD Campaign Plans. Monitor and track the status of organizational improvement initiatives and assists in coordination effort when scope of the involvement affects other government organizations and private industry. Conduct periodic reviews of contracts and purchase actions within predetermined categories based on dollar value, method of acquisition, and other factors. Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Providing technical advice on procurement policies, procedures, or guidelines; AND 2) Performing technical reviews to ensure compliance with procurement regulations, directives, policies, or procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
