WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION?

Vacancies will be filled in the following specialty areas:
Criminal Investigation - Strategy - Assurance & Advisory and Asset & Knowledge Management
The following are the duties of this position at the full working level.
Provides advice and feedback to the Director or other supervisor/manager on critical, sensitive, or confidential matters. Consults with senior management within the organization, and with staff analysts at higher levels within the agency on critical organizational, management issues, and/or labor management relations affecting operating programs. Exercises authority to represent and make commitments involving program operations and the administrative management of the organization on behalf of the Director or other supervisor/manager.
Serves as a management expert on major corporate or large-scale studies, projects, or team efforts including other subject-matter specialists. Participates in corporate systems design and implementation strategies.
Plans, organizes, and/or leads all phases of multi-functional efforts to evaluate plans and proposals of projects involving broad areas of work processes, operational practices, and integration between various functional areas. Projects and studies involve providing technical expertise, directing the analysis and evaluation of plans and proposals of projects, providing implementation support, assessing accomplishment of program and management goals and objectives, and prescribing or formulating new/revised policy.
Assesses impact of new or modified program requirements. Prepares long range forecasts of developments relevant to areas of expertise. Identifies and analyzes critical problems and issues, the timing and sequence of key program events and milestones, resource utilization and constraints, and coordination of management controls. Develops innovative solutions, documents findings and conclusions, and makes presentations.
Attends interagency meetings and conferences with external stakeholders and exercises authority to represent and make commitments for the Director or other supervisor/manager on a variety of management issues.
Additional Duties for Asset & Knowledge Management
Management Program Analyst 1 - MPA that has worked in the Freedom of Information Act (FOIA) area at the GS-12 level. The individual should have a working understanding of FOIA law and applicable exemptions under § 552 of the Freedom of Information Act Statute. Experience should be shown in working with Disclosure, Counsel and eDiscovery to coordinate and fulfill FOIA requests. Should be able to show experience in handling different types of FOIA requests from Disclosure to include soft touches, official Business Unit Search Memos, outside agency consultations and civil side requests that require Special Agent identifier research.
Management & Program Analyst 2 - MPA that has worked as the Internal Revenue Manual (IRM) Coordinator at the GS-12 level. The applicant should have a working knowledge of IRM authoring process, the standards, and procedures for the writing or revision of an IRM, proficient in the IRM Authoring Software Arbortext Editor, and able to prepare action plans and schedules for updating CI IRMs. Experience should show the individual is capable of working with Program Directors and others on substantive IRM revisions.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
GS-13 SPECIALIZED EXPERIENCE:
You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-12). Specialized experience for this position includes demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies and other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates; oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
