Duties

WHAT IS THE CRIMINAL INVESTIGATION DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation- Strategy - Human Resources and Workforce Development. The following are the duties of this position at the full working level. As a recognized technical authority in project management, the incumbent applies complex analytical and evaluative methods to improve the effectiveness and efficiency of Headquarters level programs and management operations. At this level the incumbent will need to evaluate the content of new or modified legislation for projects impact on CI HQ programs. Develops recommendations to revise existing HQ policy and/or develop new policies and guidelines for areas previously not covered. Implements and manages strategic programs and initiatives. Serves as a project manager coordinating assignments with other staff members based on priorities, level of difficulty, work requirements, and expertise of employees. Develops and coordinates work plans and project proposals involving staff needs, dollar costs, and production timelines to meet program objectives. Establishes and facilitates matrix team operations composed of business unit representatives, external stakeholders, and outside consultants. Meets with managers and executives within the Service to define the overall goals and objectives of the assigned project(s) that can impact HQ operations. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Develops guidance for subordinate activities and performs continuous appraisal of the utilization of resources in accomplishing program objectives and goals. Establishes and maintains SharePoint sites to review, control, and report on project status. Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. Monitors project status and adjusts work plans for project accomplishment. Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them. Manages project resources to meet goals and objectives. As needed, recommends adjustment of resources. Conducts briefings and prepares comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations Coordinates the impact of the project with employees and managers in all affected areas within the Service. Resolves any relationship problems or conflicts that impede progress; ensures that all involved parties work effectively toward timely completion of the project. Represents National Office interests and endeavors for the assigned project throughout the Service; functions as the resident expert relating to all aspects of project planning, execution, and implementation. Additional Duties two positions for Workforce Development: Acts as a lead training developer and delivery facilitator for investigative professional staff. Develops and maintains a training and resource SharePoint Site for investigative professional staff. Develops and maintains forward facing SharePoint page for Professional Staff Advocates. Collaborate with leadership to deliver pertinent and timely communication in support of professional staff. Additional Duties one position for Criminal Investigation Human Resources Personnel Administration, Employee Relations and Medical. COR, Level II certified. Serves as the primary COR on Criminal Investigation's Medical Contract. Manage medical contract, including tracking contractor performance expectations and ensuring steps are taken to exercise the option year. Effective oral and written communication skills are essential. Conducts analyses of the program and makes recommendations to Senior Management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FOR GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques sufficient to accomplish complex projects or studies broad in scope and magnitude; Experience with a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Experience with management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations; Experience working with others and to maintain harmonious relationships with all parties; Experience with oral and written communication. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
