This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Candidates with Advanced degrees for Scientific and Engineering Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Chief of the Fort Moore Research Unit responsible for planning, organizing, and managing research and development (R&D). R&D is conducted in broad areas of advanced behavioral and social science that enhance the Soldier Lifecycle.

Duties

Prepare integrated research and development plans to ensure timely and efficient execution of core research program and customer programs that enhance current and future Army capabilities and mission requirements. Plan short and long-term research and development efforts, which includes ensuring appropriate resourcing, managing execution, and monitoring progress. Supervise a group of professional/technical personnel and is responsible for overall planning, administration and direction of personnel. Work closely with other research units and team leaders within the laboratory to ensure cross-communication, collaboration, and sharing of information in support of the overall research program and Army needs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance for duration of employment.
  • TDY is frequent and approximately 25-35% of position's time, sometimes on short notice.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for a Supervisory Research Psychologist (Unit Chief): Degree: Bachelor's degree (or higher degree) with a major or equivalent in psychology is required. A Doctor of Philosophy or manifestly equivalent education is preferred. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes planning and coordinating research assignments; briefing proposals to high-level management officials to obtain support, interest, resources, and/or time; and identifying scientific and/or technical gaps that need to be bridged to meet scientific/mission requirements and develop methods for closing such gaps. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-04/GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
