This position will function as the Supervisor of the Recruitment Event and Concentrated Hiring (REACH) team. The REACH team will have primary responsibility for coordinating and executing onsite recruitment events within VISN 5. The team will also handle concentrated hiring based on emerging priorities within the VISN. This team's main focus will be recruitment events and onboarding of selections made at such events. Relocation incentive may be authorized.

Duties

The Recruitment Events and Concentrated Hiring Events (REACH) team will be a newly established team focusing primarily on recruitment and hiring events throughout the VISN. VISN 5 is geographically located in the DC/Baltimore/West Virginia region. This position will work closely with medical center service lines and senior leaders as well as strategic business units to ensure smooth and expeditious hiring events and onboarding of selected applicants. Due to location of hiring events, relocation expenses may be authorized as selectee must reside within 50 miles of Baltimore or DC VAMC. Recruitment & Placement Oversight/Evaluation - 75% The incumbent plans and directs staffing section operations. Collaborates with facility leadership/service lines on planning and executing the various hiring events and strategies. Supervises a team focused on recruitment events and onboarding of selection output. Standardize onboarding for new hires ensuring accurate and timely EOD. The incumbent provides guidance and renders decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained. The incumbent encourages and acts upon employee suggestions for work improvement. The incumbent maintains a high level of work production in the section. Builds relationships with all levels of facility personnel as well community stakeholders in support of hiring events and applicant interest. Coordinates with facility on advertisement of vacancies and hiring events. Focus on facility relationship with community. Supervisory Duties - 25% The incumbent oversees the daily operation of the unit and ensures that agency policies and priorities are being followed. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. Special Placement Factor: Experience in job fair/hiring events, job advertisement, and community outreach. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Please refer to the qualifying specialized experience below. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Please refer to the qualifying specialized experience below. Qualifying specialized experience includes: Comprehensive knowledge of R&P principles, practices, laws and regulations; and requires a high degree of judgment and originality in resolving complex and controversial problems// HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 // CSRA, laws, regulations, Executive Orders, court decisions, and issues related to the Federal recruitment and placement function including DEU rules, regulations and procedures, and skill to apply this knowledge to a variety of difficult and complex work assignments// veterans' preference regulations, and Special Hiring Authorities (VRA, CPS, Schedule A, etc.) and flexibilities. Knowledge of Title 5, Title 38 and Hybrid Title 38 appointment requirements//USA Staffing for the use of posting job announcements, issuing certificates of eligibility, issuing notices to employees, and advising managers on conducting job analysis// VISN and its MCs' organizational structure as it applies to position allocations, job series, and qualification and job skill requirements for most positions is required// interpreting qualification standards and other HR policies and make sound judgments based on interpretation of applicable rules and regulations//applying management and analytical principles, processes, methods, and techniques in order to develop constructive recommendations for solving problems and improving the effectiveness of services rendered within VISN// effectively communicate both verbally and in writing.// oral presentations and written reports negotiate solutions to disputed recommendations and the skill to listen to others, attend to nonverbal cues, and respond appropriately //Interpersonal skill to provide assistance and technical advice to individuals and groups and adjust approaches to suit different people and situations. Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
