The Veterans Affairs Northern California Health Care System (VANCHCS) is a Level lb facility and ranks among a complex system in the VA serving the VA Sierra Pacific Network (VISN 21). The VANCHCS offers a full range of comprehensive health care services including Dentistry, Geriatrics & Extended Care, Imaging, Medicine Services, Mental Health Services, Pathology & Laboratory Medicine Service, Primary Care, Radiation Oncology, Rehabilitation Services, Specialty Services, and Surgery.

Duties

Major duties and responsibilities include, but not limited to: The Program Support Assistant (PSA) serves as assistant to the Administrative Officer (AO) and the Associate Chief of Staff (ACOS) for Mental Health and is responsible for the management of a wide variety of administrative elements. The PSA will develop and maintain a system of records for each of the areas of responsibility that will provide documentation to meet the requirements of not only the Mental Health Product Line, but VISN and VACO. The PSA will work with the AO and ACOS to ensure that the requirements imposed by the VISN and VACO are met within time limits and to assist in resolving potential problem. Coordinates incoming data from a variety of sources. Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate. Enters pertinent information into automated tracking system. The PSA is responsible for the daily management of human resource issues associated with Mental Health Product Line onboarding of new employees, recruitments, assigning Person Class Codes, etc. Work Schedule: Monday-Friday / 8:00 a.m. - 4:30 p.m. Telework: May be ad-hoc available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in program administration and management; assistance with day-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills. sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.). You will be rated on the following Competencies for this position: ClericalCommunicationCustomer Service (Clerical/Technical)Plan and organize work Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. The PSA may sit comfortably to do the work. Some walking, standing, bending, carrying light items and occasional errand runs are required. Travel may be required to other NCHCS sites as needed. There are no unusual physical demands.
