This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain competitive service positions in accordance with Section 9905 of title 5, U.S.C. 10/15/2021 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As a Budget Analyst you will be responsible for budget formulation, budget estimates, and budget execution.

Duties

Perform procedural and technical work involving preparation, submission, and ongoing execution of the budget. Monitor and track obligations and expenditures throughout the budget execution phase. Verify obligations and expenditures occur timely in accordance with the annual work plan and regulatory controls, and are within programed amounts. Evaluate status of funds by reviewing and analyzing data from reports and project information, and other sources as the basis for control of funds. Prepare, submit, and coordinate with contracting officers on bids, scopes of work, and gathering of technical data. Provide information on budgetary procedures, practices, and regulations to project managers and other staff. Coordinate approved funding changes with all affected parties.

• This position requires a level 2 financial management certification.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09: Qualified applicants will describe in their resume at least one year of specialized experience equivalent to the GS-07 level in federal service with tracking, monitoring, and analyzing an annual operating budget using a complex financial management system. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field such as Business Administration or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
