About the Position: The Supervisory Budget Analyst is responsible for in-depth review, analysis and forecasting functions in the formulation, presentation and execution of the Civil Works, Direct Power Specific, Construction General (CG), reimbursable, Operations and Maintenance (O&M) and revolving funds programs; as well as overseeing, managing, and controlling the work of subordinate employees who are engaged in clerical and technical and analytical budget work.
Duties
Analyze trends and developments in the project budget execution.
Develop recommendations concerning funding priorities and workload management.
Ensure charges in cost estimates are valid and conform with authorizations.
Exercise budgetary control for all administrative and overhead relative to availability and use of funds.
Prepare current and future year workload forecast, and prepare quarterly updates.
Monitor execution of project and operating budgets.
Schedule current year and out year funding in an automated financial management system.
Coordinate with Project Management Division, Resource Management personnel, and Operations budget staff to ensure effective utilization of funds.
Resolve labor rejects and other funding problems.
Monitor scheduled and actual obligations and expenditures.
Analyze program requirements and manage funds distribution to prevent under/over obligation of funds.
Gather data and prepare a variety of reports.
Coordinate with Project Managers for allocation of funds.
Provide full range of supervisory duties for a group of budget analysts and technicians.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: Qualified applicants will describe in their resume at least one year of specialized experience equivalent to the GS-09 level in federal service with (1) Monitoring budget information in a financial management system; (2) Compiling budget data for use in financial reports; AND (3) Reviewing available funds to compare against outstanding obligations.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
