About the Position: This position serves as the senior Contract Management Specialist for the Headquarters, Department of the Army (HQDA); Office of the Deputy Chief of Staff, G-1 (ODCS, G-1), Directorate of Military Personnel Management (DMPM), Training Requirements Division (DAPE-MPT).
Duties
Coordinate a range of contract administration actions including preparing and reviewing Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO).
Observe personnel, supplies, equipment and facilities to ensure services are carried out within acceptable levels in terms of security, quality, timeliness, completeness, regulatory compliance and other provisions essential to government operations.
Review a variety of forms, reports, data, and other administrative records and files to secure information that substantiates compliance with contracts.
Provide policy guidance and technical direction to contractors.
Manage contract funding documents and flow including purchase requisitions in the General Fund Enterprise Business System (GFEBS) and the Logistics Management Program Enterprise (LMP).
Manage an Army Management Decision Package (MDEP). Serve as Resource Analyst to manage system and program requirements in cSustain and justify requirements in the annual POM.
Manage Contract Reporting and Other Duties. Collect data and prepare Contractor Performance Assessment Reporting System (CPARS) information papers and briefings.
Evaluate monthly contract progress and prepare COR reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires temporary duty (TDY) travel up to 10% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) Performing contract management such as contract surveillance, reviewing Statements of Work (SOW) and Performance Work Statements (PWS), and/or initiating audits on contract discrepancies. 2) Monitoring contractors performance to ensure established milestones are meet. 3) Performing cost and price analysis for acceptability of contractor proposal. AND 4) Providing policy and technical guidance to contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
