About the Position: The incumbent serves as staff specialist, program manager, proponent and functional proponent for AR 600-8-3, Unit Postal Operations. He/she develops the Army's postal policy and provides technical and functional expertise to MACOM's and installations on all areas of personal military mail operations. Serves as USA Human Resources Command's (USAHRC) subject matter expert on Army postal contingency operations.

Duties

Prepares and communicates fact sheets, information papers, memorandums, executive summaries, and presentations. Gathers factual information, and coordinates developmental phases with appropriate officials of Human Resources Command (HRC), Headquarters Department of the Army (HQDA) Staff, and interested field elements. Revises regulations, staffs same for comment and approval, and disseminates such changes or revisions to the field via the Army publications system or other appropriate means. Determines areas where improvements in program guides are necessary and points out such deficiencies to appropriate program development staffs within the agency. Provides Army-wide direction and guidance to the Field staff elements (e.g. Major Commands, G-ls, Adjutants, personnel group and MPD Chiefs. Required to respond to outside agencies i.e. Veterans organizations, Federal court system, and government agencies including DA, DoD, and VA. Gathers information to assist with recommendations for policy and program changes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the employee to occasionally travel away from the normal duty station (10%) of the time.
  • Must be able to obtain and maintain a Secret security clearance.

Specialized experience:Specialized experience is defined as one year of experience equivalent to the GS-12 grade level in the Federal service which includes work that involves: Planning, directing, and coordinating Command-wide mail distribution. Participating in development of postal policy for the Command and evaluating impact of changes made in one or other programs before changes are implemented. Reviewing policies and procedures and providing training, as necessary, to implement changing predictions or new requirements throughout the Command. Mastery of the U.S. Postal Service concepts in order to perform long-range planning for and design of the command. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
