This National Guard position is for an IT SPECIALIST (NETWORK), Position Description Number NGD0262000 and is part of JFHQ - CIO. This is a Title 32, Dual-Status position.

Duties
As an IT SPECIALIST (NETWORK), GS-2210-09/11, you will:
This position is located in an information management organization. The purpose of this position is to function as a technical specialist on issues relating to the wide area network (WAN) and local area network (LAN) systems and their integration in the network. The work involves network administration, optimization and performance in support of the supports the state's wide area command and control integrated network.

Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
MILITARY REQUIREMENTS: Selected individual must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Enlisted and Warrant Officer up to CW5 may apply. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised.
GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE:
For GS-9, must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
For GS-11, must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

- Skill in planning the sequence of actions necessary to accomplish an IT related assignment.
- Knowledge of techniques and requirements appropriate to a computer specialty area in an organization.
- Knowledge of network design principles and concepts.
Statement of Difference: The incumbent selected will meet the experience and educational requirements for entry at the developmental level of GS-09 for an IT Specialist (Network), GS-2210-11, Position Description (PD) # NGD0262000. A locally developed Individual Development Plan (IDP) will be established for the incumbent. This plan will be designed to provide the individual selected with the opportunity to gain the formal on-the-job training for the position. This allows the individual to gain the required knowledge, experience and skills required for promotion to the full operating level of the IT Specialist (Network) at the GS-11 level. The Supervisor and Human Resources Office will be responsible for ensuring the incumbent is performing the full scope of duties and responsibilities listed within the statement of difference when working under normal supervisory controls prior to allowing the individual to be promoted.
Education
Substitution of Education for Specialized Experience - At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
