Duties
Serves as the primary point of contact, providing implementation guidance and direction regarding financial management practices, processes, and procedures to the assigned customer and subordinate workforce
Provides oversight of financial operations including the review, reconciliation, correction and validation of financial data.
Responsible for the development, implementation and management of internal controls to ensure financial reports accurately reflect the actual financial position of the assigned serviced organization(s).
Monitors and resolves problematic areas with vendor payments, blocked invoices, cash collections, debts, advances, systemic interfaces, Foreign Military Sales, sales to the public, financial operations policy, and conducts special projects.
Implements and ensures adherence to management performance measures by (next bullet)
monitoring and identifying system trends, financial metrics, and conducting in-depth complex analysis to formulate process improvement recommendations to senior J8 leadership for resolution.
Responsible for accurate execution of the section's daily, month-end, quarter-end, and year-end close processes, up to and including; final trial balance release, and recurring financial data call submissions
Ensures team operations comply with agency policy, quality and auditability requirements, laws and regulations and DLA mandates.

Qualifications
To qualify for a Supervisory Financial Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military service or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Provides accounting and financial operation oversight, including the review, reconciliation, corrections, and validation of DLAs financial data pertaining to the financial statements.
Conducts reviews and analyses of both internal and service provider transactions to ensure the integrity of data presented in financial statements.
Performs financial functions for specialized programs such as Foreign Military Sales, Sales to the Public, Hazardous waste disposal, etc.
Demonstrate financial stewardship by preparing timely, accurate, reliable, useful financial reports to support informed decision-making at all levels throughout the Agency.
Perform studies and analysis about how to improve existing financial processes
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
