You will serve as a SUPERVISORY RANGE DIVISION PROGRAM MANAGER in the Operations Department of NAVAVNWARDEVCEN.
Duties
You will serve as an SME on different areas of range management such as range doctrine and policy; range operations and safety; range maintenance programs; range land, airspace, and training systems requirements; and environmental policy.
You will develop, supervise and manage all range publications, charts, and maps related to training operations at the Fallon Range Training Complex (FRTC).
You will coordinate and conduct continuous liaison with multiple stakeholders from state and federal agencies that have program affiliated to FRTC land and airspace.
You will analyze operational range training requirements and training plans for compliance and regulations at range training areas (RTA).
You will monitor the development and implementation of range improvements which includes support to Environmental Impact Statements (EIS), National Environmental Policy Act (NEPA)and/or Federal Land Policy and Management Act (FLPMA).
You will be responsible for the development and validation of range doctrine, publications and memorandums that direct the safe and efficient use of training events on ranges.
You will be responsible for the development of all aircraft weapons release profiles, utilizing the Weapons Danger Zone development tool.
You will develop range related requirements and you will be responsible for the modernization of Fallon Range Training Complex (FRTC).
Requirements

- You will be required to successfully complete a pre-appointment physical examination
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You must complete the Contracting Officer's Representative (COR) level 1 certification within two years from the start date of your employment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing the overall supervision or management of training range operations to ensure the efficiency and effectiveness of combat training and readiness.
