The incumbent acts as a Program Support Assistant in the HUD/VASH program located at the San Francisco HUD/VASH office next to the Downtown SF VA Clinic supporting the HUD/VASH supervisors and staff with administrative responsibilities extending to the HUD//VASH sites in the Bay Area catchment area which includes San Bruno/Colma, Oakland and Marin.

Duties

Position Description/PD#: Program Support Assistant (OA)/PD008555 Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized Financial Disclosure Report: Not required Duties for the position include but are not limited to: Oversees office functions and smooth flow for the HUD/VASH program. Valid driver's license required to operate VA GSA vehicles assigned to HUD/VASH for routine maintenance and vehicle exchanges from the SFVA Medical Center. Monitors the GSA vehicles by coordinating/managing a calendar for HUD/VASH staff to schedule vehicles to utilize in the community. Ensures monthly mileage reports and other necessary documents are submitted to Transportation Service. Coordinates with Voluntary Service to obtain and manage taxi vouchers and/or bus tokens for the program Provides reception of the program located at the HUD/VASH office with the guidance of the HUD/VASH Supervisor. Ensures the timely and accurate typing of reports, studies, correspondence, the ordering of equipment and supplies and the maintenance of service files and records. Identifies problems or developing problems in the running of the HUD/VASH office, takes action to resolve or prevent those problems, and ensures that policies, procedures, and standards are followed in the clerical area. Advises HUD/VASH Supervisors and staff needed changes in procedures, equipment, work distribution, etc. Coordinates the administrative processing of new employees and graduate trainees, assists them in obtaining VISTA access, word processing, and excel. Provides support to the HUD/VASH Case Managers at all sites, especially in coordinating the HOMES data and weekly HUD-VASH numbers. Also provides support to the Homeless Programs social work staff. Serves as primary timekeeper for the HUD/VASH Staff. I Ensures that timesheets are prepared and certified in an accurate and timely manner following organizational standards and procedures. Reports to and supports the Supervisory AO with data management for Social Work Service when required. Maintains VISN-wide HUD/VASH housing inventory. Serves as a back-up US Access Sponsor to assist Social Work Service employees with PIV sponsorship. In the absence of regular staff, is available to assist with the day-to-day activities of the clinic front desk, greeting patients, registering them, making appointments, checking patients in and out, and ensuring a smooth processing of patients through the system. Informs Clinic Manager of problem areas in the administrative functioning of the clinic during back-up coverage, As back-up Member Services representative, performs the functions associated with applicant processing for inpatient and outpatient medical care. Other program support duties as assigned by the Supervisory AO.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have One (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Program Support Assistant at the full performance level (GS-5), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-4) in the Federal service. Specialized experience includes: experience where you were responsible for providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using such software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, referring visitors, and providing information. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. Transcripts must be submitted at time of application. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed post-high school education (beyond the second year) and specialized experience as described above, which meet the total experience requirements for this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, standing, stretching, and the carrying of moderately heavy objects. There will be some driving between Downtown Clinic/Annex and the remote sites. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines. ventilated.
