THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER (Title 32), Position Description Number D2462000 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard.

Duties

This position is within the Safety Office at an Air National Guard unit. The Occupational Safety Manager has overall responsibility for a fully developed and diverse safety and occupational health program and advises key managerial and executive personnel on courses of action that will achieve mission goals with a minimum risk of injury to personnel and damage to property. At this level the purpose of the work is to assess the effectiveness of specific programs, projects or functions, and often involves the development of safety and occupational health criteria and procedures for agency activities. Work products impact on a wide range of agency safety and occupational health program activities. Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse occupational safety program. Reviews complex health and safety plans/programs and develops and issues instructions and procedures establishing technical and administrative safety and occupational health requirements which frequently become official policy and may impact a wide range of agency safety activities. Ensures and performs periodic inspections, assessments, evaluations, and surveys of facilities, equipment, and operations; and identifies deficiencies in the program and variances to the standard(s) using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with safety and occupational health regulations. Evaluates a variety of complex, unconventional safety and occupational health problems or circumstances; determines risk assessment of the hazardous processes/conditions identified; and determines applicable methods and procedures for controlling or eliminating hazards. Plans alternative course of specialized action to resolve hazardous conditions and unsafe working practices, modifying and extending accepted principles and practices where available precedents are not directly applicable. Documents and reviews inspection, assessment and evaluation findings, recommends or initiates appropriate program improvements based on findings, and prepares formal reports for dissemination to appropriate parties. Plans, directs and conducts investigations and analyzes of mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations. Work operations and environmental conditions involve a substantial number and diversity of hazards that include those with potential for significant severity and loss. Uses the current Air Force Automated Safety (AFSAS) reporting system. Compiles and analyzes mishap data, identifies trends, and develops comprehensive recommendations to reduce or eliminate mishaps. Prepares supplements to instructions and manuals and develops specialized local instructions defining mishap prevention programs and procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies. Evaluates new trends for policy development or for further inquiry and study leading to new methods for eliminating or controlling minor through extremely serious hazards to life and property. Coordinates with other installation offices regarding comprehensive occupational health matters affecting installation personnel and devises specialized operating practices involving diverse but recognized hazards. Reviews plans and specifications for new construction, major building alterations, and/or changes in equipment and monitors project through completion to ensure compliance with safety codes and standards. Recommends design changes not included in the original plan and provides technical recommendations to eliminate or control safety hazards in the construction, repair and maintenance of installation facilities and equipment. When need arises, stops any operation that is of imminent danger to personnel or property. Develops specialized operating practices affecting construction matters associated with diverse but recognized hazards and attends pre-construction conferences to brief contractors on safety requirements. Identifies potential safety hazards to assure adequate fire exits, stairways, aisle space, means of egress, etc.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • The employee must obtain and maintain a Secret clearance.
  • Work may require occasional travel away from the normal duty station on military and commercial aircraft.
  • Incumbent may occasionally be required to be in an on-call status outside normal duty hours or on holidays.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee may be recalled to duty.
  • This position requires employee to occasionally work under adverse environmental conditions.
  • This position requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.

Qualifications

Military Grades: E-6 through E-8 GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED EXPERIENCE: Must have experience performing industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops. Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations. Performed aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes. OTHER KEY REQUIREMENTS: Current U.S. citizenship, naturalized citizen or permanent resident. Males born after 12/31/1959 must be registered with selective service. Successful completion of a background investigation. Must possess a valid state driver's license to operate government motor vehicles. Never been convicted by a general, special, or summary courts-martial. Ability to speak English clearly and distinctly iaw the Read Aloud Test (RAT). Ability to communicate effectively in writing. Must maintain an Air Force Network License. MEDICAL REQUIREMENTS: For entry into this specialty, normal color vision as defined by referenced authorities. Freedom from fear of heights (acrophobia). No history of emotional instability, personality disorder, or other unresolved mental health problems. No record of claustrophobia or claustrophobic tendencies. Education

Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. For example, successful completion of a full four-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of subjects such as safety, fire prevention, industrial hygiene, or other directly related subjects is considered qualifying for the GS-05 level.
