About the Position: Serves as a supervisor for a group of Budget and Management/Program Analysts at U.S. Army Natick, MA.
Duties
Responsible for accomplishing budget program planning, analysis and management of all appropriations.
Provides installation Table of Distribution Allowances management, support agreement/Memorandum of Understanding/Memorandum of Agreement management, and contract management.
Manages the Overhead Programs to include developing and analyzing staff element budgets; providing budget advice and guidance; scheduling and leading the PBAC process; presenting results to USAG-N leaders; and implementing approved overhead budgets.
Monitors execution (commitment and obligation of funds) of the budget to assure that funds are properly allocated and utilized in support of approved programs and goals.
Supervises and develops a staff of employees who perform budgetary, manpower and resource management oversight and services for the installation.
Provides resource management related advice and guidance to managers and senior leaders of the installation on complex, unusual and sensitive budgetary issues.
Advances the installations Resource Management program through innovation, influence and coordination with organizations and agencies both internal and external to the installation.
Oversees budgets for all appropriations for the Soldier Systems Center insuring the validity of funding requirements and the proper distribution of funds in accordance with current regulations and policy.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 2 years of appointment.

Specialized Experience: One year of specialized experience which includes 1) Administering budgetary support agreements, manpower, and contract management support; 2) Developing justification statements and presentation materials that document and explain that status of funds, expenses, and obligations; 3) Interpreting budgetary policies/guidance; and 4) Providing guidance on formulation of budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
