This is a Direct Hire Authority (DHA) solicitation utilizing the DHA - Mission Support Positions (STRL).
About the Position: This is a Modified TERM appointment NTE 2 Years, and it may be extended up to a total of 6 years. Contingent to specific conditions there may be an opportunity to be noncompetitively converted to a career-conditional or career appointment.
Duties
Serve as a Budget Analyst providing support for Combat Capabilities Development Command Soldier Center?s (CCDC SC) Inbound Customer Order Control Point Operations.
Advise and assist management in all budget execution matters such as preparing budget or cost estimates and approve/disapprove or adjust funding request in accordance with new and revised laws, regulations, and/or policies.
Ensures management at all levels are kept informed of new changes to reimbursable funding guidance and policies. Ensures technical advice is provided to management regularly
Receipt, acceptance, and distribution of all Incoming Customer Funding involving MIPR acceptance and returns, 7600Bs, direct charges, and special advance checks.
Manages dual reimbursable accounts, funded reimbursable authority (FRA), review of all Customer Support Agreements (7600s), and participation in support agreement working group IPT, D.A. level G-Invoicing, and other higher Army level meetings.
Coordinate fiscal year-end financial reporting and certification requirements.
Sales order error reporting and correction, unliquidated obligation (ULO), and reimbursable billing error correction, DEVCOM HQ monthly reporting, and SC Status of Funds customer reporting.
Manages daily workload and training for budget/program analysts in the customer order control point and SC S8/G8 staff.
Perform analysis of reimbursable operations via financial/accounting systems, including Army General Fund Enterprise Business System (GFEBS), Financial Integrated Reporting Environment (FIRE), and G-Invoicing.
Ensure data accuracy, balance, and synchronization of reimbursable requirements throughout Planning, Programming, Budgeting, and Execution (PPBE) cycles.

MINIMUM QUALIFICATIONS: Specialized Experience: One year of specialized experience which includes: 1) Providing guidance on policy, governance, advisory, training, and operational execution, and management in all financial matters across the Planning, Programing, Budget, Execution (PPBE's) process. 2) Providing guidance in matters regarding budget, financial operations, program management, manpower and force management. And 3) Interpreting laws, budgetary policies/guidance, and regulations to develop implementation strategies. This definition of specialized experience is typical of work performed at the next lower band grade/level position in the federal service ( DE-02/GS-11).
