About the Position: The person in this position will serve as Lead of Accounting Services within the Resource Management Department with responsibility for overseeing staff accountants internal control coordinators, financial analysts, support agreement, payroll, travel, government purchase card, and accounting technicians. This is a Direct Hire Solicitation

Duties

Provide accounting and/or financial management advice to management to meet the day-to-day and long-range management needs of the organization. Utilize professional accounting and audit trail skills to implement and monitor management performance measurements. Assist with CAPE, Budget, UBO, and all organization accountant activities and services in the command in developing the accounting data structure. Review and distribute accounting reports provided by DFAS of serviced activities. Perform liaison duties necessary to accomplish various accounting analyses and to plan the accounting techniques used for the expeditious accumulation of required data in reports preparation. Resolve discrepancies between accounting records and the financial managers on status, trends and statutory and policy limitations related to Accounting Systems, reports, and processes. Provide the organization with the knowledge base for proper management and administration of all payroll, travel, support agreements, and government purchase card responsibilities. Lead teams of staff accountants, internal control coordinators, financial analysts, payroll, support agreement, travel, government commercial purchase card, and accounting technicians. Coach the team(s) in the selection and application of appropriate problems resolving methods and techniques. Serve as a coach, facilitator and negotiator in coordinating team(s) initiatives and in consensus building activities among team members.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
