This position is in Bonneville Power Administration (BPA), Chief Operating Officer (K), Business Management & Development (M), Customer Support Services (MS), Load Forecasting and Analysis (MSL).
The purpose of this position is to serve as the supervisor of the Load Forecasting and Analysis organization and a member of the MS management team with responsibility for planning, supervising, and leading all programs, systems, and work processes.
Duties
As a Interdisciplinary Supervisory Industry Economist-Mathematician-Statistical Mathematician, you will:
Supervise the highly technical and comprehensive load forecasting functions for Bonneville Power (BPA).
Supervise the implementation of new short-term forecasting dynamic modeling approaches for the evolving energy landscape.
Provide administrative and technical supervision to a team of employees in diverse technical professions and administrative occupations.
Provide and ensure fair and equitable treatment for all employees in implementing HR policies and practices including recruitment, selection, placement counseling, training, career development promotion and adverse action
Provide decision authority for the load forecasting program.
Represent MSL, MS, and/or BPA in working directly on load forecasts, forecasting processes or methods with internal and external stakeholders.
Qualifications
BASIC REQUIREMENT
To qualify for an Industry Economist or Mathematician, or Mathematical Statistician, you must meet the minimum basic education and/or experience requirements for an Industry Economist or Mathematician or Mathematical Statistician position in the Federal government. Degree: Industry Economist:
Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR
Have a combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.
Evaluation of Experience
Examples of qualifying experience include:
1.individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2.supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3.teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
OR
Degree: Mathematician:
Degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics; OR Have a combination of education and experience - courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown above, plus appropriate experience or additional education.
OR
Degree: Mathematical Statistician:
Have a degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics; OR Have a combination of education and experience - at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown above, plus appropriate experience or additional education.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized Experience is defined as: Experience leading a project or team or serving as a technical expert in (1) Performing in depth economic analysis on varying conditions to track developments affecting related organizations; (2) Developing databases and forecasting models to determine load forecasting performance and efficiency; and 3) Reviewing a variety of interpretive reports and making recommendations to support business objectives.
