This position works under the general supervision and guidance of the Section Chief, Economics Section, Planning Branch of the Planning, Programs and Project Management Division. PPPMD is responsible for the development and execution of program budgets for general investigations (studies and pre-construction design work), general construction (projects in construction), operation and maintenance, flood control and coastal emergencies and general regulatory appropriations.

Duties

Plans, organizes and develops economic studies and analyses. Provides advice, guidance, and oversight to lower graded employees and non-economists in the economic evaluation of water resource projects. Conducts several complete economic and socio-economic studies concurrently as a team leader or personally. Develops and uses analytical models/computer programs to generate the economic consequences of the alternatives investigated. Prepares complete economic analyses to determine justification of proposed projects for floodrisk management, municipal and industrial water supply, irrigation, recreation, ecosystem restoration, hydropower, navigation, and watershed. Independently leads a team of professionals and supporting technicians in carrying out the Portland District's (NWP) Civil Works functions of the Economics Team in accordance with established programs, policies, budgets, and procedures. Exercises considerable independence and initiative in carrying out assignments. Confers with the Section Chief concerning unusual and unprecedented matters, and proposals having major impact prior to and during the planning, design, construction, and operation and maintenance of Civil Works projects.

Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-11: One year of specialized experience which includes 1) Assisting with conducting economic studies; and 2) Applying knowledge of evaluative methods and techniques sufficient to present and make recommendations related to economic evaluations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes 1) Planning and preparing quantitative analysis of data to include locating and collecting requisite data, analyzing and interpreting pertinent information, drawing conclusions and presenting findings and recommendations for action; and 2) Applying knowledge of evaluative methods sufficient to conduct studies and analyses related to economic evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Data AnalysisEconomicsTechnical Competence Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
