You will serve as an OPERATIONS PROJECT SPECIALIST in the Submarine Branch (Code 441), Waterfront Operations Contracting Office (Code 400) of NORFOLK NAVAL SHIPYARD.

Duties

You will coordinate, schedule, and assure administration of contracted repair and modernization work on projects. You will assure planning estimates are established for timely receipt of funds, request funds and distribute work specifications, ship alterations and repair packages, and pre-overhaul test and inspection reports. You will review funding plan and actual status of funds to ensure adequate funds are on hand to complete the work. You will resolve problems that affect the end cost, quality, schedule, and performance of availabilities or contracts. You will provide information and advice to inquiring parties on cost and time estimates, planning future work, contractor capabilities, production management and production problems. You will provide technical guidance regarding repair work, alterations, and overhaul on a variety of types of ship projects. You will analyze policies and procedures in order to improve work processes and utilize manpower and material resources effectively.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying budgeting regulations, guidelines and Navy's ship planning, acquisition, and management process. Experience planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations. Experience applying ship repair/shipbuilding procedures, overhaul, production, process, quality control and management methods. Experience managing layouts, compartments and access, general arrangements, schematics of piping systems, aviation facilities, etc., on combatant ships. Experience applying engineering concepts, principles and practices applicable to the full range of marine engineering duties concerned with the operation, maintenance, repair and modernization of ships, submarines, boats, and craft including aviation, electronic, hull, mechanical, and electrical equipment and systems. Experience interacting with Command and local contractors' organizations, functions, and various departments, as well as their subcontractors and support activities.
