The incumbent serves as the Executive Secretary to the Department and reports directly to the Chief of Staff or his/her designee. The incumbent is the focal point for all major actions requiring approval of or coordination with the Department's Senior Leadership. The incumbent serves as the official liaison with the White House Office of Special Counsel (OSC) on all whistleblower referrals to VA for investigation and is responsible for timely assignment, coordination and response to OSC.

Duties

The Executive Secretary to the Department of Veteran Affairs serves as the internal expert to the agency's top management officials and participates in the formulation and articulation of an overall plan integrating sensitive public affairs issues of the department into White House and Congressional correspondence. He/she is also the primary ingress/egress interface of VA with all outside entities including all departments and agencies of the federal government and the White House. Incumbent is responsible for ensuring that all official correspondence is maintained in the tracking system as the Department's official system of records for the Office of the Secretary. Additionally, the Executive Secretary has primary oversight responsibilities for all correspondence process related matters for the Department, including policy development and guidance and helps ensure that associated standards are followed and maintained by all VA components. Other duties include, but are not limited to: Manages the activities, operations, and staff of the VA Office of Executive Secretariat Controls and directs the development, analysis and review of policy documents, position papers and decision documents on behalf of the Secretary of Veterans Affairs Manages a broad range of policy development and administrative activities based on knowledge of the vision, mission and strategic plan of the Department Directly supervises, leads and manages an Executive Secretariat staff of executive writers and specialists ranging from GS-5 to GS-15 in performing the work of the unit Directs special inquiries into sensitive or controversial matters relating to VA programs of interest to the Secretary, Deputy Secretary or Chief of Staff of Veterans Affairs

Requirements

  • US citizenship is required.
  • One year probationary period required for initial SES appointment.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of drug screening required.
  • Public Financial Disclosure Report (SF-278) is required within 30 days of appointment.
  • May be subject to reassignment geographically or organizationally.
  • VA structures its SES positions into pay bands. This is a Pay Band 1 position and the salary range is $141,022-$212,100.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): Your resume must indicate possession of the following ECQs and technical qualification requirements in addition to demonstrating leadership/managerial experience, accomplishments, training, education and awards: 1. Technical qualification(s): In addition, the following technical qualification(s) must also be demonstrated in your resume: Demonstrated expert knowledge and work experience in strategy development, change management, programmatic execution, and the ability to influence and champion ideas effectively in a highly complex organizational environment and across multiple and diverse groups. Demonstrated ability to design, build, and lead an organization to deliver high quality, timely, and effective customer services and experience. Ability to develop strong collaborative relationships with senior officials to carry out specific assignments to support the mission.
