DCSA's Small Business Programs Office (SBPO) is seeking an Administrative Support Specialist. The incumbent will assist in maximizing small business participation, provide administrative oversight in staffing plans, task actions, property accountability and control, supplies and logistics, government vehicle management, and Continuity of Operations (COOP). Duties
As a ADMINISTRATIVE SUPPORT SPECIALIST you will be responsible for the following duties:
- Develops, coordinates, and administers processes and procedures related to administrative and operational services for OSBP & IE. These include:
- Provide in-depth guidance to small businesses on navigating challenges and perceived barrier of entry, participate in outreach programs, workshops and training sessions to educate small businesses, facilitate connections between small businesses and the Agency, gather, analyze and report on monthly and annually data related to small business participation, small business goal tracking progress and compliance.
- Responsible for assisting in developing and implementing initiatives to increase small business participation, collaborate with both internal and external stakeholders to ensure awareness of small business programs and goals in an effort to foster cooperation and support.
- Responsible for monitoring small business utilization and prepare reports on performance to assist in identifying areas for improvement.
- Communicates with originator on questionable data submitted to resolve problems.
- Assists with and provides recommendations regarding issues that impact on OSBP, including but not limited to, assist in providing guidance and support to small business owners in navigating challenges and perceived barriers of entry, conduct market research to identify opportunities for small business participation, engage and educate small businesses on ways to improve their skills and knowledge to aid them in overcoming challenges and perceived barriers of entry, staffing plans, task actions, property accountability and control, supplies and logistics, government vehicle management, Continuity of Operations (COOP).
- Facilitates OSBP & IE Records Management, identifying requirements and ensuring that OSBP & IE adheres to DCSA policies and procedures pertaining to Records Management. Assists with OSBP & IE inventory control and property accountability.
- Assists in the development and execution of OSBP & IE operational policies, procedures, and requirements and with assessing the impact of implementation of new or amended laws, Executive Orders, DoD policy documents and requirements, or other entities.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:Demonstrated experience in providing technical analysis to improve small business participation across the DCSA enterprise; Demonstrated experience Performing a variety of administrative and technical duties in support of maximizing small business participation; Demonstrated experience facilitating OSBP Records Management, identifying requirements and ensuring that OSBP adheres to DSS policies and procedures pertaining to Records Management; Demonstrated experience providing recommendations regarding issues that impact OSBP, including but not limited to, staffing plans, task actions, property accountability and control, supplies and logistics, government vehicle management, Continuity of Operations (COOP).
