This position is located in the United States Department of Justice (DOJ), National Security Division (NSD), Executive Office in Washington, D.C. The mission of the NSD is to coordinate the Department's efforts in carrying out its core mission of combating terrorism and protecting national security.

The purpose of this position is to serve as a Contract Specialist, responsible for providing expert analysis and advice on complex program issues relevant to the administration of procurement and contracting work for the NSD.
The duties of this Contract Specialist at the full performance level include but are not limited to:
Serve as expert responsible for the full range of pre-award and post award functions in contracting, including negotiation, award, cost analysis, and administrative functions for quite often complex, enterprise-wide contracts covering information Technology (IT), supplies and services.
Develop recommendations for the appropriate method of procurement of equipment and services (i.e. simplified acquisition procedures) for the organization.
Perform all contracting and procurement actions in accordance with the DOJ Contract Warrant Program and executes actions as a Delegated Procurement Authority.
Represent the organization on internal and external organization procurement and contracting working groups, councils, and committees to maintain administrative continuity and uniformity of process.
As a delegated authority, award contracts for the entire organization within the DOJ delegated limits and serves as principal contact with the Department on actions above delegated limits.
Maintain mandated technical proficiency and training to perform contracting warrant actions, Contracting Officer Representative (COR) functions and general procurement execution in support of the entire Division.
Provide expert advice and analysis directly to senior management on complex program issues relevant to the execution of procurement functions.
Serve as technical expert in the resolution of problems and issues related to substantive mission-oriented programs that influence the development and maintenance of relationships with various agency stakeholders in government, private industry, and/or academic institutions.
Prepare statistical and management reports to improve and standardize the acquisition of equipment, furniture, and office supplies.
Conduct cost benefit studies in the area of procurement to determine appropriate methods of acquiring goods and services.
Requirements
- You must be a United States Citizen or National.

Qualifications
To qualify for the position of Contract Specialist, (GS-1102-9/11/12/13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.
Specialized Experience for the GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Contracting Specialist assisting in the acquisition and procurement of systems, equipment, or services in accordance with regulations, policies, and procedures.

Substitution of education for experience: You have completed a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such degree or LL.B. or J.D. in a major field of study appropriate to the specialization of the position.

You have a combination of the experience and education.

Specialized Experience for the GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Contracting Specialist preparing for the acquisition and procurement of systems, equipment, or services in accordance with regulations, policies, and procedures.

Substitution of education for experience: You have completed a Ph.D. or equivalent degree or three (3) academic years of progressively higher-level graduate education leading to such a degree or an LL.M if related.

You have a combination of the experience and education.

Specialized Experience for the GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Contracting Specialist acquiring and procuring systems, equipment, or services in accordance with regulations, policies, and procedures.

Specialized Experience for the GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Contracting Specialist leading the acquisition and procurement of systems, equipment, or services to ensure negotiations of contracts are in accordance with regulations, policies, and procedures.

GS-05 through GS-12 Basic Requirements: To qualify for the Contract Specialist position at
GS-1102-09 through 12 level, you must have successfully completed a 4-year course of study leading to a bachelor's degree with a major in any field.

You must have successfully completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

GS-13 and above Basic Requirements: To qualify for the Contract Specialist position at
GS-1102-13 level, you must meet the mandatory training requirements. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to successfully perform the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
