These positions are assigned to a Human Resources Staffing Team in the Human Resource Management organization of the USDA Forest Service. These positions serve as Human Resources Specialists and assist higher-graded Human Resources Specialists to become familiar with laws, policies, and regulations in the targeted specialized series. Duties

Duties listed are at the full performance GS-11 level. Provides staffing and placement advisory services in all stages of the recruitment process including guidance on merit system principles and prohibited personnel practices. Conducts job analysis, creates crediting plans, prepares promotion and placement announcements, issues referral certificates, and effects the full range of personnel actions. Researches and advises management on a wide variety of technical issues, provides advisory opinions encompassing a range of flexibilities in all areas of recruitment to management. Verifies employment eligibility, qualifications, salary determinations and sets pay in accordance with regulatory requirements and Forest Service policy.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note on Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. GS-05: Applicants must have at least 3 years of general experience, 1 year of which was a level of difficulty and responsibility equivalent to the GS-04 grade level. Examples of qualifying experience include experience that may have been gained in administrative, professional, technical, investigative, or other responsible work and demonstrated the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and/or Communicate effectively orally and in writing. OR A bachelor's degree or 4 years of successfully completed education above high school leading to a bachelor's degree. OR An appropriate combination of successfully completed post-high school education and experience. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. GS-07: Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service. Specialized experience is defined as two or more of the following: Experience researching, analyzing, and applying policies, regulations, and standard procedures to perform work in a human resources program area; and/ or Providing guidance and consultative services for a human resources program to acquire, clarify, or exchange facts or information needed to complete assignments; and/or Assisting higher graded specialists in projects or segments of projects; and/or Performing varying technical and/or administrative tasks in support of an organization's human resources, talent acquisition, or personnel management program. OR One full year of graduate level education. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR An appropriate combination of graduate level education and specialized experience. OR Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
