About the Position: This position is located at SOTF Personnel Services Section with USASOC in Fort Liberty, NC.

Duties

Serves as the subject matter technical expert on planning, programming, budgeting and execution, and General Fund Enterprise Business System (GFEBS). Serves as the principal advisor and technical expert to the Comptroller, key staff members, and the organization on financial management activities. Provides oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, civilian pay issues, budget and program matters. Monitors the execution of the command budget, ensuring follow-up on all commitments/obligations and unliquidated obligations for current and prior years. Distributes and administers all funds issued, allotments, allowances, obligation authorities, receivables, reimbursables, and other fund instruments.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Top Secret (TS) clearance with SCI.
  • This is a drug testing position.
  • Incumbent must be able to depart from home station to an OCONUS location for training exercises and be able to provide support to USSOCOM (to include hostile fire zones) on short notice for operations for extended periods of time.
  • This position requires 25% Temporary Duty Travel (TDY).
  • Incumbent is subject to psychological screening.
  • Position is subject to successful completion of a full-lifestyle polygraph exam. Certification Level
  • IAW AR 600-50, incumbent is required to file OGE Form 450 (Confidential Financial Disclosure Statement) annually.
  • Incumbent must be able to obtain and maintain a valid driver license.
  • A level 2 Financial Management Certification is reqiured.Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • A one year probation may be required, unless otherwise completed.

Develop budget goals and targets. Budget execution, Analyzing cost structures, reconciles expenditures and prepares periodic cost and performance report Experience with interpretation of fiscal records and reports, maintenance of cost and accounting records. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementConcepts, Policies and Principles of FinanceCost Estimation and AnalysisFinancial Management Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
