This position is located in the Division of Risk Management Supervision, Operations Branch of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $270,000.
Duties
Directs long-range strategic planning for RMS Administration and coordinates the implementation of divisional operating policies, programs, and procedures.
Directs and manages all phases of human resources management for the Division, which includes, but is not limited to, position management; classification; recruiting, hiring, selection, and onboarding for non-entry level examiner positions; exit clearance; performance; compensation; and labor and employee relations.
Provides expert advice on all hiring authorities permitted by the Office of Personnel Management (OPM), provides recommendations to managers based on changing circumstances within the agency, conducts periodic review of hiring strategy.
Designs, plans, and implements improvements to overcome operational challenges, prepare for emerging trends or staffing surges, comply with laws and regulations, and gain efficiencies.
Provides expert advice and guidance to Regional and Washington Office management and staff on administrative matters and human resources management.
Collaborates with and directs Assistant Regional Directors to develop, update, and maintain procedures related to regional administrative matters.
Serves as a principal advisor to Assistant Regional Directors and the Division’s executive management team at the Washington Office on administrative matters.
Implements workforce and succession planning strategies within the RMS Administration Section to maintain internal bench strength and directs staff to deliver quality products/services that meet the needs of the Division.
Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal Division staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and ability can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Technical Experience: Experience providing oversight responsibilities in resource management (recruiting and hiring, staffing, administrative management), program management, and records management.
