Duties

DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation. The duties of the Construction Control Representative consist of but are not limited to the following: Inspects and investigates construction at all stages to identify problems, report potential problems, and takes timely action to recommend changes to solve problems. Monitors budget from planning through construction phases and makes frequent inspections of worksites to ensure compliance with contract requirements. Ensures quality design by providing critical review of construction documents, specifications, and construction process. Advises upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates. Ensures the completion of technical design review for all projects developed in-house or by other design agencies based on project management time frames. Reviews and approves submitted construction schedules. Coordinates utility outages and disruptions with Hospital activities to ensure that essential services are maintained with minimum interruption to patient care. Work Schedule: Monday-Friday 7:30AM-4:00PM Position Description Title/PD#: Construction Control Representative/PD10155-A Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Long periods of standing, bending, and stooping is also required to observe and study work operations in project construction areas/sites, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty, and close quarters, and lifting of light to moderate heavy items weighing less than 50 pounds.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. The Engineering Technical Series, 809, has an Individual Occupation Requirement per OPM. To meet the basic requirements, you must have one of the following: Specialized Experience (for positions at GS-4 or equivalent and above.) Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of craftsperson, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. Education: Graduate education meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. GS-09 grade level: One year of specialized experience (equivalent to the GS-08 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: - Providing critical review of construction documents, specifications, and the construction process. - Advising on construction matters such as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates - Ensuring construction and patient/public safety risks are appropriately managed during all phase's construction. - Monitoring budgetary requirements from planning through construction phases ensuring compliance with contract requirements. - Reviewing proposed changes in contract requirements and making recommendations. OR Applicants may substitute education for the experience required for the GS-09 level. Graduate education meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. Two full years of graduate education or a master's degree meets the requirements for GS-9.
