Duties

FUNCTIONS OR SCOPE OF ASSIGNED DUTIES Clinical Duties: 1. Involves interactions with Veterans and staff (in-person and phone contacts) as part of efforts to assess and address issues that arise in DBC or ETAT (e.g., patient record flags activations, appeals, reviews of reports). 2. Completes violence risk assessments for both employees and Veterans 3. Develops risk mitigation recommendations 4. Recommends whether a Patient Risk Flag, and/or Coordination of Care Review, would help reduce risk 5. Brokers debriefing as requested for individuals traumatized in violent incidents 6. Advises the treatment teams and /or Chiefs about systems issues that may be contributing to disruptive patient behavior 7. Participation in the analysis of disruptive and violent incidents, including analysis to identify why the incidents occurred and how to prevent them in the future. 8. Interview all persons involved as well as possible witnesses to incident 9. Perform a chart tracer on each patient event, use the violence rating system to determine threat level and type predatory or affective violence 10. Assess the environment of care for safety if there has been a breech 11. Provide support for persons involved in the event the report including offering of EAP, debriefing ,ADR, EEO, education or other intervention as needed. Education, Training and Support for WVPP, DBC, ETAT and PMDB Workplace Violence Prevention 1. The incumbent will manage behavioral Patient Record Flags (PRFs) by ensuring that they are entered appropriately, transferred to/from VA SORCC as appropriate, evaluated periodically by the DBC, and kept up to date per hospital policy and VA national guidelines, and share findings with committee members. 2. Performs logistical support work necessary to ensure effective operation of training program activities, coordinating with secondary instructor(s), site(s), and teleconferencing staff. Maintains, delivers and retrieves appropriate materials and equipment and/or special needs for specific course delivery. Promotes awareness of and arranges access to a range of face-to-face Violence Prevention educational activities both on the main campus at at the CBOCs. 3. Advises clinicians, clinic managers, Safety Offers, and Police on a coordinated approach for addressing patient disruptive behavior; promotes the safe and effective delivery of health care 4. Encourages disruptive behavior reporting 5. Develops and leads requested trainings as needed and requested by the WVPP Coordinator (ie. Civility and Green Dot bystander training.) 6. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Licensed Professional Mental Health Counselor (Program Coordinator), GS-12 (a) Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. (b) Assignments. LPMHC Program Coordinators are administratively responsible for a clinical program and provide treatment to patients in a major specialty. They manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. They may supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program. (c) Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program. 2. Ability to make key decisions in the hiring and identification of top candidates. 3. Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges. 4. Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team. Preferred Experience: Experience in risk assessment and/or crisis evaluations necessary. Preferred knowledge and experience in trauma informed care and working within large systems.
