These two Supervisory Social Worker positions are in Social Work services at the VA Maine Healthcare Systems with locations to be negotiated upon selection. These positions are full-time at 40 hours per week.

Duties

The PACT Supervisory Social Worker is a full-time position in the Social Work Service (SWS). The incumbent provides direct clinical care in a Primary Care setting (75%) while also having supervisory responsibilities (25%) for assigned social workers. PACT Social Workers are located at the Togus VA Medical Center (VAMC) and Community Based Outpatient Clinics (CBOCS) at multiple locations throughout the state. Administrative Duties: Under the direction of the Social Work Service Chief or designee, the incumbent supervises a group of assigned employees at the GS-9, GS-11, and GS-12 levels, and provides administrative, technical, and clinical supervision necessary for accomplishing the work and mission of the of the team. Travels to other VA Maine clinic locations to meet with assigned staff and clinic managers on at least a monthly basis. Works in partnership with the other PACT Social Work Lead to ensure consistent practices and expectations across the PACT Social Work staff. Leads assigned PACT Social Workers in reviewing and monitoring high risk veterans in need of case management utilizing high risk identifiers such as CANS scores and Ambulatory Care Sensitive Conditions (ACSC) and assigns work based on these identifiers. Leads weekly case consultation and educational team meetings in collaboration with the other Social Work Lead in PACT. Takes a leadership role in implementing PACT social work initiatives, including Advance Care Planning via Group Visits (ACP-GV), Whole Health in PACT SW, Life Sustaining Treatment Decisions (LSTD), other initiatives as developed, and other duties as assigned. Clinical Care Duties: Provides Veterans with a range of social work services, including clinical assessment and referrals, treatment planning, short-term case management, advocacy and service coordination, supportive counseling, and linkage with VA and community services. Possesses knowledge of both VA and community resources. A working knowledge of common medical problems, especially chronic conditions common to the Veteran population across the life span is required. Has general knowledge of Veterans' benefits and services related to special programs, service-connected compensation, non-service-connected pensions, and benefits that are available on the federal, state, and local level. Utilizes appropriate national PACT templates to document patient encounters. The Social Work Lead may be asked to provide clinical training supervision to graduate social work students and/or clinical supervision for licensure for LMSW-cc social workers for whom they are not also the administrative supervisor. May be required to attend conference at other facilities or other VA sites on occasion. The incumbent may be required to travel to other VA campuses and CBOC's. Narrative responses to the knowledge, skills and abilities (KSAs) will be required from the selectee in order to proceed with the appointment. Veterans' preference does not apply for other current permanent Federal agency employees. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Supervisory Social Worker, GS-12 Education and Experience: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. References: VA HANDBOOK 5005, PART II, APPENDIX G39 The full performance level of this vacancy is GS-12.
