THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SOCIAL WORKER, Position Description Number T59128P01 and is part of the ME 101st Air Refueling Wing Cmd, National Guard.

Duties

The primary purpose of this position is: to provide operational leadership consultation, direct client services, community capacity building, preventive, remedial, and support services aimed at improving and sustaining the psychological health of Air National Guard (ANG) military members and their families. As a part of the ANG Wing Director of Psychological Health (WDPH) Program, the incumbent of this position provides access to a full range of professional services for the populations served. The Air National Guard Psychological Health Program (ANG PHP) will provide consultation to operational leadership on psychological health issues and vertical integration of Military Service and Department of Defense (DOD)-wide psychological health initiatives and population-health monitoring. Clinical and administrative duties focus on outreach, education and prevention, needs-based and psychosocial assessment, diagnosis, short-term problem resolution, and provision of or referral to evidenced-based interventions. Responsibilities include providing: primary, secondary, and tertiary prevention programs, specialty training for ANG health care professionals and other personnel on issues related to the psychological health of Airmen and their families, and multi-level community organization, collaboration, and enhancement. Individuals requiring clinical interventions (i.e., clinical treatment) for other than short-term problem resolution should immediately be referred to an appropriate and competent clinical professional. The ANG PHP will contribute to DoD and Military Service development of a strategic plan for delivery of comprehensive services to support psychological health. It will promote the availability of and access to an adequate continuum of care to ANG members. Additionally, it will ensure clinical mental health services being provided are integrated with other counseling and supportive services at the installation level, and from Federal, State, and territory, as well as military and non-military organizations external to the installation (e.g., Military OneSource, Military and Family Life Consultants, and TRICARE Network). Actively supports the commander's leadership team in addressing the psychological health of their installation. Provides strategic planning and leadership to implement an ANG comprehensive psychological health strategic plan. Assist leadership in understanding the interface between psychological health and operational readiness, and the role of the DPH in developing and helping leadership apply psychological health solutions to functional/operational problems. Encourage and coach unit leadership to actively promote psychological health and help-seeking as part of the wingman culture at the wing. Consult with leadership on workplace issues identified by unit leadership, (e.g., unit cohesiveness, conflict in the unit, unit stressors, etc). Consultation with leadership may include, but is not limited to, coaching and change management. Provide ANG PHP briefing to newly-appointed commanders and others in leadership positions as they assume new leadership roles, to include key unit leadership; including, Group, and Squadron Commanders and First Sergeants. Conduct annual training for unit leadership on psychological health issues and the ANGPHP. Serves as the Air National Guard community liaison with military and non-military agencies to promote timely information exchange, coordinate collaborative prevention efforts, and establish and maintain an extensive array of resources, associations, and community partnerships. Participates in community activities to incorporate complex strategies that enhance community strengths, reduces broad-based community needs, implements community problem solving methods, and forges community connections so as to promote psychologically healthy lifestyles. Participates in relevant committee meetings in an effort to provide input and obtain information related to psychological health issues. Coordinates substantial findings and possible effects of outreach efforts with key Wing leaders and ANGRC/SGPK to ensure they remain current on issues related to the program. The DPH will provide psych educational presentations tailored to the needs of the unit, to include leadership-specific training. The DPH will educate NG leadership on how to recognize and assist individuals experiencing psychological health conditions. Following a suicide, the DPH will serve as the subject matter expert and assist the NG in gathering and submitting DOD Suicide Event Report (DODSER) information in a timely fashion to NGB/SGPK Behavioral Health Branch or NGB Army Office of the SG Behavioral Health Division for inclusion in the DODSER database. Assists installation in identifying trends and issues that further research and assist in prevention of copycat and/or future suicides. Collects information on clients who attempt suicide (defined as self-injury requiring medical attention).

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Possess a current, unrestricted license to practice clinical social work independently in any one of the 50 States, District of Columbia, Puerto Rico or the US Virgin Islands.
  • Must be privileged for independent practice by the Credentials Committee at the employing Medical Treatment Facility
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Completed National Agency Check (NAC) prior to position Assignment.
  • All positions require a security clearance and drug testing.

Qualifications

GENERAL EXPERIENCE: Knowledge of social work theories, principles, techniques, and resources is mandatory. SPECIALIZED EXPERIENCE Must have 24 months of experience in clinical social work assignments. This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Must have specialized experience in professional social work that includes interviewing people to establish the nature and extent of their problems, helping them work-out plans for improving the situation, providing assistance and services, referring them to community resources and other organizations as indicated, and assisting them to understand and modify their own patterns of behavior when appropriate. Except as stated above, no other substitution of education for specialized experience is allowed.

Education

Degree: Master's degree in Social Work from a graduate school of social work accredited by the Council on Social Work Education (CSWE) and acceptable to The Surgeon General.
