This position provides direct staff support to the Deputy Director, Patient Care Services (DDPCS)/Chief Nurse Executive (CNE), Deputy Chief Nurse Executive (DCNE), NPS Administrative Officer, Nursing Directors, Nurse Managers, Nursing Committees, and to staff nurses. The incumbent works under the supervision of the Administrative Officer for Nursing Professional Services.
Duties
The incumbent manages over 950 registered nurse proficiency reports for the VAPORHCS, performing program management duties.
Monitors proficiency report due dates and notifies supervisors within 170 days of due date; provides follow-up at 90 and 60 days prior to due date; reports to NPS leadership when deadlines are unmet.
Develops and maintains database or other electronic tracking tool for monitoring nurse proficiency program; database design must be efficient and effective for meeting VHA and Office of Nursing Services (ONS) standards.
Reports monthly statistics related to proficiency reports; number of submissions, on-time and late turn-ins, issues with supervisors, and other important issues that require monitoring.
Responsible for communicating to supervisor when discrepancies are identified in ratings or overall written justification.
Develops action plan for addressing deficiencies, late turn-ins, and incomplete or insufficient documentation.
Creates promotion board action documents and processes board action requests timely.
Assures Dimensions of Nursing Practice and related criteria are addressed in each nurse's annual proficiency report and that ratings are justified by the write-up.
Plans and/or accomplishes special projects and programs. Special projects generally involve fact-finding and solutions for problem resolutions as well as assistance with development and implementation of new or reviewed policies or program change.
The incumbent collects, organizes, reviews, evaluates, and tracks data related to the 1400+ nurses working throughout the facility. The incumbent retrieves data, creates queries, gathers information from various data sources, and develops reports within the time frames specified by the Deputy Director, Patient Care Services, the Deputy Chief Nurse Executive, NPS Administrative officer and nurse leadership.
Incumbent actively retrieves data from new hire applications, VetPro, Human Resources, PayRoll Report (PAID), Service AOs, Nurse Managers and Nurse Directors. Incumbent must have expert knowledge of what information is required so that missing information can be researched and what steps to take when there are information gaps. S/he may be required to contact applicant or, in some instances, contact the losing Human Resources Department.
Manages, administers, and ensures security, maintenance, and operations of nursing database systems. Develops, selects and/or maintains databases to obtain greater efficiency in computer memory and processes; determines organization of data in the data base and assigns names and definitions to the various records and fields; and oversees the security system and controls the information placed in or deleted from the database.
The incumbent manages the nurse appointment, reappointment, special advancement for performance/achievement, and change in status of appointment processes for all Title 38/Hybrid 38 full-time and part-time staff nurses, fee basis; agency staff, and without compensation (WOC) nurses. Provides continuous and ongoing monitoring of licensures, certifications, and advanced degree changes.
The incumbent directs the personnel management program for the Division, performing or overseeing the full range of human resources requirements.
Performs administrative duties associated with budgeting and financial management duties for the Division. Provides advice to NPS Executive Assistant on all budgetary and finance issues.
Incumbent participates in the overall decision making, policy development and resource management of the Office of Nursing Professional Services.

Physical Requirements: The work is principally sedentary and requires extensive use of the keyboard. The work also requires periods of walking, bending, standing, and incumbent may be required to carry and lift files and books generally weighing less than 25 pounds. There is light physical activity including pushing, pulling, reaching, stooping, and climbing stairs.

To qualify for this position, applicants must meet the specialized experience requirements within 30 days the closing date of this announcement.
GS-07 grade level: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your specialized experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is experience where you were responsible for providing administrative support; collecting, compiling and tracking data and information; processing documents and reports; establishing, updating and maintaining office files and records; performing automation duties using software applications such as word processing, spreadsheet, electronic mail, desktop publishing, calendar, database and/or graphics; answering telephones, referring visitors, qualitative and quantitative analysis, providing information and ability to communicate orally and in writing. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the specialized experience requirements, you must be able to type at least 40 words per minute.
