The primary purpose of this position is: To serve as the Congressional Team Lead for legislative issues and manage the daily management of tasks for the Deputy Chief of Staff Operations (DCS/A3).

Duties

Plans, organizes, and directs the activities of A3 Congressional and Workflow staff and provides guidance and direction to them regarding the policies, processes, and methods supporting task management and congressional requirements. Reviews and analyzes hearing proceedings, committee reports, transcripts, bills, amendments, report language, floor action, and appropriation acts and provides senior Air Force leaders with summaries of A3 operational impacts. Represents organization at high level meetings and briefings within the Air Staff, Secretariat, DoD, and other agencies pertaining to assigned programs and/or projects. Administers the activities of the Congressional Branch for the A3 portfolio ensuring that the organization complies with legislative guidance and regulatory requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, GS-0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that directly impact on the agency's budgeting and legislative strategies which are critical to obtaining the resources required to conduct agency operations. Expert knowledge of the Air Staff and Secretariat, Joint Staff and OSD organization, interrelationships, mission, roles, and functions; Comprehensive and detailed knowledge of Air Force programming, planning and execution methodologies, including working knowledge of congressional protocol, procedures, administrative and security requirements inherent in both the legislative process and the Air Force Corporate Structure support of DoD Planning, Programming and Budgeting Execution (PPBE). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge in operations programs (including but not limited to, oversight for air and cyberspace operations, training, and sourcing of related capabilities and personnel to support joint operations, Global Force Management, and rated/non-rated aircrew management) and their functional requirements. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that directly impact on the agency's budgeting and legislative strategies which are critical to obtaining the resources required to conduct agency operations. Expert knowledge of the Air Staff and Secretariat organization, interrelationships, mission, roles, and functions. Knowledge of legislative processes, products, terminology and guidance documents, including the National Defense Authorization Act, Defense Appropriations Acts and other pertinent legislation. Knowledge to formulate and coordinate the Air Force positions and policy on legislation. Comprehensive knowledge of DoD programming, planning and execution methodologies, including working knowledge of congressional protocol, procedures, administrative and security requirements inherent in both the legislative process and the corporate structure support of DoD Planning, Programming and Budgeting Execution (PPBE). Skilled in analyzing and coordinating legislative proposals recommended by other military departments, DoD and Congress. Executive management and leadership skills to manage, plan, organize, mentor, motivate, and direct teammates and organization in congressional concepts, processes and requirements to effectively complete assignments. Skilled in using Task Management Tool (TMT), along provided Microsoft Office and Office 365 tools. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied. Skill to handle stress created by critical and short deadlines and/or fast turnarounds with workload consisting of overlapping, multiple, complex and some ambiguous taskings and projects, and a high volume of incoming phone calls and emails. Mastery ability in oral and written communication techniques to effectively communicate complex programming, budgeting and legislative concepts clearly, concisely and tactfully to audiences with widely varying degrees of familiarity with the subject matter. Expert ability to articulate related programs and policy positions to congressional staff members, DoD and Air Force senior leaders. Ability to make critical independent decisions, present and influence senior management decisions, as well as support and defend decisions to senior management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
