The primary purpose of this position is to serves as the DAF Librarian to provide operational direction, technical guidance, overall planning and evaluation, central funding and procurement management, and administration of the Air Force Library Program.
Duties
1. Plans, organizes, and directs the activities of the DAF Library Program, ensuring that the Libraries Division complies with legal and regulatory requirements and meets customer needs.
2. Provides guidance, staff assistance, and consulting services to installations, Air Staff and other Federal agencies regarding library and information matters.
3. Maintains a continuous liaison with a variety of installations and functional area organization.
4. Directs central appropriated fund (APF) and acquisitions programs in excess of $8 million annually to support mission essential technical information requirements and library management systems.
5. Exercises supervisory personnel management responsibilities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject-matter field.
Supervisory and Administrative Positions
For supervisory positions, see the "Qualification Standard for Supervisory Positions" in Section IV-A of this Manual. For positions concerned with administration, management, or direction of library programs, candidates must meet all other requirements for the particular grade and also show that they possess the required administrative and/or managerial ability to perform successfully the duties of such positions. Education, training, or experience of the candidate should demonstrate, e.g., ability to manage or direct a library, group of libraries, or library system; ability to plan, organize, and direct the development and execution of library programs, policies, and procedures; ability to plan or conduct management studies, public relations, and educational activities, ability to plan, develop and carry out administrative activities of the library or library system concerned with budget and finance, personnel, plant and equipment, etc.
SPECIALIZED EXPERIENCE: Applicant must meet education requirements and has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to the GS-13 grade level or equivalent in the Federal service. Examples of this experience includes but is not limited to developing regulations and procedures impacting the referencing, technology, automation and, acquisition of materials and collections to libraries; analyzing, developing new approaches, and advising on new methods and techniques that serve as models for other libraries inside and outside of the DAF; preparing presentations and/or briefings and conducting training, teleconferences, or other professional development programs; reviewing and validating library fiscal year defense program budgets, program reviews and execution submissions; and exercising supervisory personnel management responsibilities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of Libraries functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of libraries and services organizations to provide high level staff guidance.
2. Knowledge of accepted accounting, budgeting, funds control, standard contracting regulations, practices, procedures, resale, and inventory management principles with ability to interpret and analyze financial data.
3. Knowledge of the Appropriated Fund (APF) and personnel management systems, to include principles, practices, and procedures.
4. Skill in communicating orally and in writing to resolve a variety of information access and library management problems and issues; promote library use by identifying customer interests and needs; educate users regarding use of library materials and market and publicize available library resources.
5. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach library techniques to employees.
6. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
