Salary: $76 990 - 100 084 per year

This position is located in the Division of Executive Resources (DER). The division is responsible for developing policies and providing human resource services and operational support for the members of the Senior Executive Service (SES) and non-career staff including the Secretary, all other Presidential Appointees, and Schedule C's, Senior Level (SL), Experts and Consultants, and Adjudicative Board members. This position is outside the bargaining unit.

Duties

This position serves as a staff member providing the full range of human resource services to all DOL SES and Non-Career employees. The incumbent serves as a Human Resources Specialist with responsibility for providing HR executive resource management advisory services, operating personnel services, and developing policy in the Department's Division of Executive Resources. Assists senior Human Resources Specialists within DER and throughout DOL with the management and oversight of the transition of political administrations in DOL. This may include assisting in the preparation of briefing books for the incoming staff and preparation of documents for the outgoing staff. The incumbent works with senior HR Specialists and with key executive and political decision-makers' staff to ensure that immediate and long-term staffing and other HR needs and requirements are tracked. Provides advisory services on staffing and placement, recruitment, position classification, and pay administration of SES, SL, and Schedule C employees and Experts/Consultants. Assist with a variety of HR program management duties in support of executive human resources functions which may include: management of SES allocations and the biennial request for SES slots; providing administrative support for the Performance Review Board; advising and supporting the Executive Resources Board. Keeps abreast of changes in applicable laws, rules, and regulations and policies in the areas of executive resources, staffing, classification, employee benefits, and pay administration in general. Maintains recurring and special ad-hoc reports, including reports on political appointees, SES allocations, and other special "on-demand" reports required on political and executive employees.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that is generally in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. For the GS-11 level, applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized Experience for this position is defined as: Knowledge of Federal staffing and placement, recruitment, position classification, and pay administration of SES (career and non-career), Senior Level employees, Schedule C employees, Experts/Consultants or Presidential Appointments. Skill in the use of analytical and evaluative techniques sufficient to generate reports on various executive resources matters. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of specialized experience and graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position.
