This vacancy is for an Investigation and Compliance Specialist (Direct Hire) in the U.S. Department of Commerce, Bureau of Industry and Security (BIS), Office of the Under Secretary (OUS).

Duties

As an Investigation and Compliance Specialist (Direct Hire), you will perform the following duties: Manages complex investigations and discharges investigative responsibilities. Analyzes a wide range of situations based on specialized principles, concepts, methods to make sound recommendations. Identifies issues to differentiate between major and minor problems in the program area. Researches, analyzes, and interprets data and information. Participates in and helps conduct meetings, briefings, and hearings. Briefs senior management on complex issues in the program area. This Job Opportunity Announcement may be used to fill other Investigation and Compliance Specialist (Direct Hire) GS-1801-11/12 Full Performance Level GS-12 positions within the Bureau of Industry and Security in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as: -Applying a wide range of methods, principles, and practices while conducting inspections, investigations, or reviews; -Analyzing various types of data gathered from a variety of sources to identify inconsistencies, anomalies, or noteworthy information; and -Preparing written investigative reports, risk-based assessments and/or written analysis. -OR- Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related -OR- Combination of education and experience. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: -Applying a wide range of methods, principles, and practices while conducting inspections, investigations, or reviews; -Analyzing various types of data gathered from a variety of sources to identify inconsistencies, anomalies, or noteworthy information; -Preparing written investigative reports, risk-based assessments, or written analysis; and -Briefing senior management and/or stakeholders regarding investigative activities and outcomes.
