Duties

Develops strategies, applies tactics and makes recommendations in support of management/Incident objectives. Coordinates strategy and tactics with unit fire managers or Incident Commander. Determines and recommends resource needs while over incidents and provides risk assessment and mitigates unacceptable safety risks for aerial and ground personnel. Develops and coordinates recommendations for air-to-air and air-to-ground communication plans and maintains communication with ground forces, assigned aircraft, and dispatching organizations. Serves as the primary ATGS Instructor (ATGS I) and Check Airman (ATGS C) within the assigned GA. Coordinate geographic area level mentoring for ATGS trainees and conduct proficiency evaluations. Gather ATGS annual mission summaries and refresher training attendance for ATGS within the designated GA. Forward annual documentation to agency program managers, and fire qualifications mangers as necessary. Develop training plans, courses, course aids and coordinate a training and currency program for qualified ATGS and trainees on an interagency basis at the geographic area level. Participate as a lead instructor for the National Aerial Supervision course (S-378). Coordinate/teach agency approved CRM training/refresher training. Coordinate and lead the annual GACC ATGS refresher training (RT-378). Collaborates with local, state, and national aviation managers to review and develop ATGS aircraft contract specifications. Prepares and submits required payment documentation for the aircraft during the exclusive use period. Serves as Alternate Contracting Officers Representative (ACOR) or Project Inspector (PI) for the contract period. Provides leadership and promotes teamwork with the contract pilot, fire managers, and ground based personnel regarding incident tactical aircraft operations, performance and safety. May perform other collateral duties with the local, state, or national fire, fuels, and aviation management programs.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-11 grade level, 1 year of credible specialized experience equivalent to the GS-09 is required. Examples include, but are not limited to: Ability to work with diverse group of interagency partners at the national, regional and local level. Knowledge of airspace and initial attack as an ATGS. Tracking status of helicopter and air tankers. Participation in RT378, coordinating with aerial resources to support the ground resources, and understanding of fire and aviation management principles. Substitution of Education for Experience: GS-11: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M, if related OR an equivalent combination of specialized experience and education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. You must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management (qualifications to be considered eligible for this position (currency not required): Air Tactical Group Supervisor (ATGS) You must meet all qualification and selective placement factor requirements by the closing date of the announcement. Physical Demands: ATGS work has significant physical demands with the requirement for a high degree of focus during tactical flight operations. The work requires long and irregular hours and frequent travel is required for training and fire assignments. Physical requirements for ground fire assignments are arduous including walking or hiking in mountainous or difficult terrain while carrying tools and equipment. Work Environment: Ground fire assignment work is often performed at remote locations in mountainous or difficult terrain. Very high temperatures, smoke, and steep slopes are common environmental factors. ATGS in-flight work is performed en route, over, and returning from fire assignments or other emergencies. Risks and discomforts involved are those of air travel compounded by required flight in dense smoke, turbulent air, over mountainous terrain, and in high-density air traffic (with and without radar control). Considerable emergency travel on short notice is common and considerable time is spent away from home base. Duty days are long and limited only by Bureau and other Federal agency work/rest regulations. This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
