This position is part of the Office of the Secretary of Interior, IBC HRD Payroll Operations Division, Review and Analysis Branch. The Branch provides payroll, payroll accounting, and tax accounting services to client agencies. The selectee must physically report to the duty station. This is not a 100% remote position.
Duties
Serves as a Senior Accountant responsible for operating and maintaining the Division's accounting system and to account and report the payroll activities for multiple agencies.
Examines source documents, accounting transactions, to assure compliance with accounting principles and standards.
Reviews and identifies regulatory, policy, and program changes affecting the accounting program, develops procedures in accounting system to accurately report accounting transactions. Certifies payroll and records in the accounting system.
Prepares Department-wide accounting reports to regulatory agency or other client agencies.
Analyzes Federal Personnel/Payroll System (FPPS) labor cost files and accounting files to ensure their propriety and reconciliation with Payroll Operation Division.
Serves as the primary liaison with Personnel and Payroll Systems Division and with the client accounting offices on the labor cost file and other payroll accounting issues.
Qualifications
ALL APPLICANTS FOR THIS POSITION MUST POSSESS THE FOLLOWING BASIC REQUIREMENTS:(NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION).
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., evaluation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the basic requirement above, you must meet the ONE of the following qualification for the GS-11 level:
A. One year of specialized experience equivalent to at least the GS-09 level. Experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in researching, analyzing, and processing information related to accounting transactions to ensure completeness and accuracy of data: preparing inputs, reviewing, and reconciling financial reports to meet reporting requirements and to support management decisions; perform review, analysis, and evaluation of existing and proposed accounting practices.

B. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. C. Have a combination of experience and education as defined above which equals 100%. For example, I have 6 months of specialized experience and 2 years and 6 months of graduate level education (i.e., 68 quarter hours or 45 semester hours of education), in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. In addition to the basic requirement above, you must meet the following qualification for the GS-12 level:
One year of specialized experience equivalent to at least the GS-11 level. Experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience applying knowledge of financial management, fiscal policies, procedures and practices in order to assist in the development and implementation of policies and procedures; oversee client compliance and provide advice, guidance and assistance to client personnel; analyzing accounting systems or adapting conventional accounting techniques to solve a variety of accounting problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
