This position is with HQ/Division of Renewable Energy (HQ330) located in Washington, DC.
Duty location of this position may be either Washington, DC or Grand Junction, CO.

Duties
Analyzes and evaluates program policies, procedures, guidelines, and administrative processes.
Prepares directives, memoranda, policy statements, and other written guidelines and recommendations.
Develops program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Identifies and develops data required for use in the management and direction of programs.

FOR GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:
Preparing national land management policies, procedures and guidelines for energy and natural resource related programs;
Demonstrated knowledge of a wide range of evaluative and analytical methods, techniques, and management procedures to apply to programs, projects, and studies concerning the efficiency and effectiveness of operation;
Reviewing existing regulatory data to determine and make recommendations to management officials; and
Presenting findings and making recommendations to senior level management for new methods, management processes, policies, guidance and/or controls to streamline procedures.
FOR GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples:
Contributing to the development of national land management policies, procedures and guidelines for energy and natural resource related programs;
Demonstrated knowledge of a range of evaluative and analytical methods, techniques, and management procedures to apply to programs, projects, and studies concerning the efficiency and effectiveness of operation; and
Reviewing existing regulatory data to determine and make recommendations to management officials.

Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree OR LL.M , if related.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
