This is a single managerial position located in the Planning Office for VA Northern California Health Care System (VANCHCS). The incumbent will be responsible for directing the Strategic and Capital Planning activities of a three division hospital system. This includes: Auburn, Chico, Fairfield, Mare Island, Martinez, McClellan, Modesto, Redding, Sacramento, Sonora, Stockton, Yuba and Yreka. VANCHCS also has a joint partnership at David Grant Medical Center located at Travis Air Force Base.
Duties
Major duties include but are not limited to the following:
The incumbent works as the manager of a staff of planners and administrative staff who have responsibility for accomplishing multiple projects related to the aforementioned functions. The incumbent must analyze situations and develop plans to allow the organization to accomplish various organizational needs and performance and develops plans consistent with VHA, VISN and Medical Center/System Goals, Strategies and Objectives.
The incumbent must develop written planning documents, prepare and deliver presentations to multiple groups, conduct sophisticated analyses which may include computer modeling and financial assessments, and lead project groups that may be very large and multidisciplinary in nature.
The incumbent serves as the Chief of the Planning Office. As such, the incumbent supervises three GS-13 Planners, one GS-12 Rural Health Coordinator as well as shares, but does not supervise, one GS-6 Management and Program Assistant.
The incumbent oversees the implementation and management of critical VANCHCS' strategic planning programs. Programs support and affect executives, managers, and employees assigned throughout Northern California.
He/she is expected to continually seek out process improvements (QI/QA) for all work assignments within his/her area of assignment, which will increase efficiency and decrease operational costs.
Work Schedule: Monday-Friday. 8:00am-4:30pm. Full Time.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Proficiency Requirements: In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
Typing speed of 40 words per minute typing speed. (Words per minute are based on a 5 minute sample with three or fewer errors)

Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
or
General Experience
(for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system.
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sendentary. Typically, the employee sits comfortable to do the work. However , there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile; etc. No special physical demands are required to perform the work.
