This position is located in the US Department of Justice (DOJ), National Security Division (NSD), Office of lntelligence (OI). The mission of OI is to work closely with FBI and other members of the United States Intelligence Community (USIC) to prevent acts of terrorism and to thwart hostile foreign intelligence activities through its core functions of Operations, Oversight, and Litigation.

The primary purpose of the Supervisory Program Specialist position is to coordinate all Classified Information Management Unit (CIMU) functions, analysis, and case management support related to national security for NSD attorneys. The duties of this Supervisory Program Specialist position include but are not limited to: Plan, organize, and carry out analytical studies involving the planning, development, and implementation of major agency programs of national scope and impact. Participate in the development and implementation of long- and short-range planning efforts in the information technology areas of the NSD. Formulate and recommend plans to improve program policies, practices, methods, and organizational structure. Translate management goals and objectives into effective operations and establish control systems and progress reporting requirements that monitor production goals or program priorities to evaluate progress and results. Serve as the recognized authority in the analysis, development, prioritization, and evaluation for data management. Apply expert technical knowledge to present data and other information about OI programs to senior decision-makers for the purposes of resource allocation, tracking trends, identifying gaps in programs, and other decision-making processes within the Department. Supervise staff members filing cases and other matters with the Foreign Intelligence surveillance Court (FISC) and serves as liaison with the FISC clerk. Independently develop new guidelines for the technical and legal administrative operations of the court program or new criteria for measuring the managed program accomplishments for the USDOJ, NSD, and OI. Serve as point of contact for technical instruction germane to information processing regarding a suite of various automated tools. Serve as subject matter expert for respective duties and as needed trains staff members in screening, indexing, coding, and controlling case documents. Develop and provide input on workflow changes to ensure quality control of the data tracked and repository holdings. Perform the administrative and human resource management functions relative to the staff supervised. Establish guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Plan and provide leadership, oversight, and direction for the unit. Participate in the development and coordination of overall policy regarding unit operations.

  • You must be a current Federal employee within the Department of Justice on a Competitive Service appointment.

Qualifications

To qualify for the position of Supervisory Program Specialist (OI), (GS-0301-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade. If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. To qualify for the GS-14 - Your resume must demonstrate one year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector organizing and maintaining electronically stored information (ESI) in support of court case management for an organization. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 11/22/2023.
